My name is Ciara Rogers. I am the head of the International Landlord Office, responsible for the creation of our Churches, our new Churches internationally.

Our Founder, L. Ron Hubbard, actually developed the technology of how to deliver Dianetics and Scientology and he laid those out in thousands of policy letters and issues on how an Ideal Church of Scientology should deliver and operate. And Mr. Miscavige, knowing all of those policies and having read all of those policies, you know, looked at this as something as, how is he going to achieve something that L. Ron Hubbard wanted to achieve and laid out for our Church to achieve, when previous executives of the past looked at it as something daunting, looked at it as something that they couldn’t achieve and might be impossible, and Mr. Miscavige looked at it as something that could be achieved and he actually laid out the exact strategy and organization within the Landlord Office to achieve this.

So the genius of what Mr. Miscavige has actually laid out in the strategy is that he was looking at how do we…how can every parishioner in every local area and field and zone, how are they able to obtain and get an Ideal Church of Scientology for themselves. And how is that even possible? If all of them were to individually try and do it themselves it would be impossible. It wouldn’t be possible to get it done.

And it really was Mr. Miscavige who, you know, came up with the entire, you know, layout of how are we going to actually achieve this, and he’s directed that…that we are, you know, in correspondence with those parishioners and that they are creating their own Ideal Churches of Scientology. So, through the planning, through the design, and through everything that the International Landlord Office is…is doing and accomplishing, you know, those parishioners know that their Ideal Church of Scientology is going to be for their town and exactly as they want and as L. Ron Hubbard intended.

He then came up with what is that organization that needs to go in place and how do we establish a machine at a global level to achieve, you know, getting every single Ideal Church of Scientology completed. And, you know, he apprenticed and trained myself and many others on exactly how that process is done and how…how we can actually achieve it to the standards that L. Ron Hubbard has already set in those policy letters.

And while, you know, ten years ago we had no Ideal Churches of Scientology, today we have over fifty, and every other month we continue to open our Churches. And it’s a global movement that could…just continues to roll out.

We were planning a very large building and I was having a hard time, you know, going through the motions of figuring out how to space plan this…this building in this area, because it connected with a lot of different things, it was pretty intricate. And I, you know, he…he gave me a task. He said why don’t you tape it all out. So, you know, I taped it all out of exactly where all the furniture would go and where everything went. And, you know, he had me sit in a chair in that location, you know, and…and operate in that area and push it back and how does it feel. And, you know, he was asking me questions to get me to see, you know, and feel how it would actually be in the physical universe. And, you know, it made me see, you know, how should I actually optimumly plan that area.

And there’s been so many times that he has gotten me to look, you know and…and feel and see something. And he…he doesn’t just point it out, you know, as some, you know, “Do that.” You know, he…he takes the time to walk me through it, you know, and get me to actually learn and see, and asks me questions about what do, you know, how…how did you get that or how did you see that?

And at the end of doing that, you know, I started, I start… I was able to start planning things realistically, you know. And going from a, you know, a two di—you know, not a 3D subject, you know, a flat surface to something that is real and in life. And he did that in many different circumstances and it really taught me, you know, how…how to look at something realistically, not on just a piece of paper but how to actually look at it in real life.

My dealings with Mr. Miscavige, you know, are while he is, you know, the leader of our religion, he’s also a friend. You know, and I…I…I think that he views me as somebody that, you know, works and works hard and is effective, and he has complimented me in many, many ways to that regard. And, you know, he—there’s…there’s a degree of friendship and appreciation, you know, that he constantly will give somebody when they’re doing what they should be doing and is being effective at it, you know. And that coming from, you know, a mentor and somebody that is…is teaching you, you know, when they give you that type of compliment, it means the world.
